On the 9th of February, 1782, Comte d'Orves died, and Suffren found himself at the head of twelve ships of the line: three 74's, seven 64's and two 50's. On the 15th Hughes's fleet was sighted, under the guns of Madras. It numbered nine of the line: two 74's, one 68, five 64's, and one 50. Suffren stood south towards Pondicherry, which had passed into the power of Hyder Ali.

Relatively, therefore, the need of Suffren to destroy his enemy was greater than that of his predecessors, D'Aché and others; whereas Hughes could count upon a greater strength in the English possessions, and so bore a somewhat less responsibility than the admirals who went before him.

The attack thus became a mere rough and tumble, in which the two seventy-fours alone sustained the French side. After three quarters of an hour, Suffren, seeing that the attempt had failed, slipped his cable and put to sea. The Annibal followed, but she had been so damaged that all her masts went overboard; fortunately, not until her head was pointed out of the harbour.

The prompt decision to fight, therefore, was right, and it is the most pronounced merit of Suffren in this affair, that he postponed for the moment dismissed, so to speak, from his mind the ulterior projects of the cruise; but in so doing he departed from the traditions of the French navy and the usual policy of his government.

Her little navy is a model of efficiency, her small cruisers of 5000 tons are not surpassed by any of the same size, and the morale of her officers, one may not doubt, is worthy of the service that produced not only the Ruyters and Tromps of old days, but Suffren, our most able opponent during the long Napoleonic struggle.

In order to assure to Suffren the full credit of his subsequent course, it is necessary to emphasize the fact that Bussy, though commander-in-chief both by land and sea, did not venture to order him to leave Trincomalee and come to his support.

In addition to these handicaps of circumstance Suffren soon discovered that he had to deal with incorrigible slackness and insubordination in his captains. In spite of everything, however, Suffren achieved an amazing degree of success. He succeeded in living off the prizes taken from the British, and he took from them the port of Trincomalee for a base.

"Sit as you please," said he to the commander, "etiquette was not made for such as you." Next day, under the nabob's tent, all the courses of the banquet offered to M. de Suffren were prepared in European style. The admiral proposed that Hyder Ali should go to the coast and see all the fleet dressed, but, "I put myself out to see you only," said the nabob, "I will not go any farther."

A national subscription in France reinforced the fleet with new vessels: a squadron, commanded by M. de Suffren, had just carried into the East Indies the French flag, which had so long been humiliated, and which his victorious hands were destined to hoist aloft again for a moment.

This new armada moved back and forth for several months, but accomplished nothing: the winds finally drove it back to port. France would perhaps have gained a triumph over her implacable rival more lasting in its effects, had she, in addition to the display made in the English Channel, sent ten ships and seven or eight thousand men more to India with Admiral Suffren.
