The village of Brentwood lay almost under the house, on the other side of the deep little ravine, down which a stream which ought to have been a lovely, wild, and frolicsome little river flowed between its rocks and trees. The river, like so many in that district, had, however, in its earlier life been sacrificed to trade, and was grimy with paper-making.

Since that reply the Government of India, under the pressure of the home authorities, has alternately discouraged and fostered the manufacture of paper on the spot. At present it is in the wiser position of preferring to purchase its supplies in India, at once as being cheaper, and that it may develop the use of the many paper-making fibres there.

All papers, whether made from rags or wood, depend upon vegetable fiber for their substance and fundamental base, and it is found that the different fibers used in paper-making, when finally subdued, do not differ, in fact, whether obtained from rags or from the tree growing in the forest.

Paper-making is carried on extensively in the neighbourhood of Manchester from cotton waste. This was formerly thrown away; scavengers were even paid to cart it away. After a time, as its value became quietly known among paper-makers, parties were found willing to take on themselves the expense of removing it.
