The President and Commander-in-chief, Jefferson Davis, was inaugurated at the State House. Montgomery, February 18, 1861 and again at Richmond, Virginia February 22, 1862. =Inauguration of Jefferson Davis= The Congress of Delegates from the seceding States met at Montgomery, Alabama, on February 4, 1861, and prepared a Provisional Constitution of the new Confederacy.

But the urgent problem of the reconstruction of the Union could not wait for the completion of so immense a task. The seceding States must be got into their proper relation with the Federal Government as quickly as possible, and Lincoln had clear ideas as to how this should be done.

They also stood up and encouraged one another, and among other things urged that they ought not to lose heart because the city had revolted from them, as the party seceding was smaller and in every way poorer in resources than themselves.

The Delegates had been charged specifically to demand on behalf of the seceding provinces that Yuan Shih-kai should proceed with them to Nanking to take that oath, a course of action which would have been held tantamount by the nation to surrender on his part to those who had been unable to vanquish him in the field.

His sympathies were with the slave-holders; he doubted his right to coerce a seceding state; his friendships were largely with southern statesmen and yet, to his credit be it stated, on January 8, 1860, after secession had become a thing assured, he seems suddenly to have seen his duty clearly, and in a special message, declared his intention to collect the revenues and protect public property in all the states, and to use force if necessary.

The seceding members from the Pennsylvania Assembly also published theirs. Various anonymous writers have mentioned reasons of great weight.

Their argument, summed up in Elmore's report to Governor Moore of Alabama, was "that the only course to unite the Southern States in any plan of cooperation which could promise safety was for South Carolina to take the lead and secede at once without delay or hesitation... that the only effective plan of cooperation must ensue after one State had seceded and presented the issue when the plain question would be presented to the other Southern States whether they would stand by the seceding State engaged in a common cause or abandon her to the fate of coercion by the arms of the Government of the United States."

His fellow-countrymen who lived amongst the Gentiles were, as I said at the beginning of these remarks, in the habit of doing the same thing; but they carried both their names; their Jewish for use amongst their own people, their Gentile one for use amongst Gentiles. Paul seems to have altogether disused his old name of Saul. It was almost equivalent to seceding from Judaism.

Questions in regard to the treatment of captured rebels, and the confiscation of all property of rebels, were agitated. What was the actual condition of the seceding States, and what would be their status when the rebellion should be suppressed, were also beginning to be controverted points, especially among members of Congress.

But, at the best, if the States which adhered to the old Union had admitted the claim of the first seceding States to go, they could only have retained for themselves an insecure existence as a nation, threatened at each fresh conflict of interest or sentiment with a further disruption which could not upon any principle have been resisted.
