The purposes of nations are usually if not always we say obscure and deep, existing in the form of ideals and tendencies, and likely to take the form of visions of empire wholly unrealizable. And yet there are always certain perfectly clear objectives upon which all the force of these half understood motives impinge. These objectives may or may not be economically rational or morally justifiable.
It is indeed what we are fighting for peace. But we believe today, more strongly than ever before, as democracy advances, as peoples tend to gain more and more control over their governments, that even this may not be an unrealizable ideal. Democracies, intent on self-realization and self-development, do not desire war.
Other philosophers, notably the Stoics, claimed to lay down a plan of life that followed the law of nature; but their practice notoriously fell below their unrealizable professions. In Judaism alone spirit and practice were at one, so that each inspired the other and secured human excellence.
The local atmosphere was everything to him; the atmospheres of other countries a matter of indifference.
