Reconstruction, as finally agreed upon, means this and only this, except that the late slave was enfranchised, giving an increase, as was supposed, to the Union-loving and Union-supporting votes. If free in the full sense of the word, they would not disappoint this expectation.

It deprived the Democrats of their most effective appeal to Union-loving men the assertion that their party was national while the Republicans were sectional. For Douglas was now practically as sectional as Lincoln. As little as Lincoln could he command any considerable support south of the Potomac.

Like all new ideas, it was a sword-bearer, and proved a decided disturber of the peace. The Union-loving portion of the free States had never taken to the Abolition movement, for the reason that it tended to disturb the stability of their idol.

All this while that contemptible print, the Chicago Times, was instilling treason into the minds of its readers, and doing all that it could to embarrass the Government, discourage patriotism, and to give aid and comfort to the rebels; our victories, with that sheet, were always unimportant; our cause was unholy; our President a despot; our Union soldiers were hirelings; our Union-loving citizens were abolition fanatics; Jeff Davis was a master spirit of the age; his generals the heroes of the Times; and rebel victories were events cheering and hope giving, as they presaged the close of the war and peace; peace at the sacrifice of the Union, of national honor, of national dignity and national interests.

Temperate, reasonable, kindly, persuasive it seems strange that Mr. Lincoln's Inaugural Address did not disarm at least the personal resentment of the South toward him, and sufficiently strengthen the Union-loving people there, against the red-hot Secessionists, to put the "brakes" down on Rebellion.

Those who knew Senator Douglas well could not doubt his loyalty to the Union in this crisis; yet his friends knew that Union-loving men in the Democratic ranks would respond to the President's proclamation with a thousandfold greater enthusiasm, could they know that their leader stood by the administration. Moved by these considerations, Hon.

In the closing hours of the session, however, in spite of the opposition of irreconcilables like Sumner, Wade, and Wilson, the Senate adopted the amendment which had passed the House, limiting the powers of Congress in the States. While Union-loving men were thus wrestling with a forlorn hope, Douglas was again closeted with Lincoln.

After months of disaster there had come authentic news of victory. All Union-loving men drew a long breath of relief when it was certain that Lee had given up the field and fallen back across the Potomac.

In that event no form of government, however admirable in itself and however productive of material benefits, can compensate for the loss of peace and domestic security around the family altar. Let every Union-loving man, therefore, exert his best influence to suppress this agitation, which since the recent legislation of Congress is without any legitimate object.

Indeed, his best, his only, chance of success lay in his power to appeal to conservative, Union-loving men, North and South. This was the secret purpose of his frequent references to Clay and Webster, who were invoked as supporters of "the essential, living principle of 1850"; i.e. his own doctrine of non-intervention by Congress with slavery in the Territories.
