Shakespeare's casual allusions to our national characteristics are almost all of a kind; they are humorous and depreciatory. Here are some of them. Every holiday fool in England, we learn from Trinculo in The Tempest, would give a piece of silver to see a strange fish, though no one will give a doit to relieve a lame beggar.
The brute force of Stephano and Trinculo is vanquished by mental superiority. Even the supermundane spirits, now no longer thirsting for the destruction of body and soul, are bound down to the work of carrying out the decrees of truth and justice.
I could find in my heart to beat him, but that the poor monster's in drink. When the private continues to rail at the monster, his officer calls him to order. 'Trinculo, keep a good tongue in your head: if you prove a mutineer, the next tree The poor monster's my subject, and he shall not suffer indignity. In this scene from The Tempest, everything is English except the names.
And what will Wood be able to do against those opposed to him? What a Cabinet! 'Misery, says Trinculo, 'makes one acquainted with strange bedfellows' so, it seems, does unlooked-for prosperity. Only fancy Granville, Clarendon, and the rest, pigging heads and tails with John Bright in the same truckle bed!
In the case of The Tempest, Shakespeare plunged into the middle of the crisis because his object was to produce a philosophico-dramatic entertainment rather than a play in the strict sense of the word. He wanted room for the enchantments of Ariel, the brutishnesses of Caliban, the humours of Stephano and Trinculo all elements extrinsic to the actual story.
Francisco considered as the least important personage in the play: should his speech describing Ferdinand's swimming be given to Gonzalo? The sailors considered as examples of Shakespeare's skill in outline portraits. Are Stephano and Trinculo more highly developed types than Caliban? Would the play be better if they were left out? Is Gonzalo more like Polonius in 'Hamlet' or Rent in 'Lear'?
