It was a pleasing and natural ambition, and the expression of it gave a great vogue and popularity to Treitschke's lectures. The idea was enormously reinforced by the cause which I have already mentioned and dwelt upon the growth of the commercial interest in Germany. From 1870 onwards this growth was huge and phenomenal.

SEELEY. Life of Stein. 1878. 3 vols. BISMARCK. Reflections and Reminiscences. HEADLAM. Life of Bismarck. 1899. HOLLAND. Germany to the Present Day. 1913. POWICKE. Bismarck. 1914. Treitschke's history is not available in English: Sybel's has been translated under the title, The Founding of the German Empire by William I. vols., New York, 1890-1891. BÜLOW. Imperial Germany. 1914.

In the index to Treitschke's Politik, under the word War, one reads the following headings 'its sanctity'; 'to be conceived as an ordinance set by God'; 'is the most powerful maker of nations'; 'is politics par excellence'. Two functions, says Treitschke, the state exists to discharge; and these are to administer law, and to make war.

The Young Turk, who had dispossessed Abdul Hamid in 1908, only differed from the Old in being more efficient and less of a gentleman, and in seeking his inspiration from Krupp's guns and Treitschke's philosophy instead of from the Koran.

It may satisfy those who know no more of Treitschke's brilliant and careful work than the extracts culled from his occasional writings by General von Bernhardi and the late Professor Cramb.

In small States there is developed that beggarly frame of mind which judges the State by the taxes that it raises; there is completely lacking in small States the ability of the great State to be just; all real masterpieces of poetry and art arose upon the soil of great nationalities such are a few of Treitschke's dogmatic utterances on this subject.

Germania! intended for Treitschke's Operetta Die gute Nachricht, which refers to the taking of Paris by the Allies, and was performed for the first time at Vienna in the Kärnthnerthor Theatre on the 11th April, 1814. Having only so recently received the score of the "Final Chorus," I must ask you to excuse your getting it back so late.
