They are the apes of a sinister jungle and are treated as their grimaces deserve. As to Nikita nicknamed Necator he is the perfect flower of the terroristic wilderness. What troubled me most in dealing with him was not his monstrosity but his banality. He has been exhibited to the public eye for years in so-called "disclosures" in newspaper articles, in secret histories, in sensational novels.
All this was accompanied by a degree of efficiency in the police service quite unusual in Russia, with the result that the terroristic tactics of the Will of the People party were unavailing, except in the cases of a few minor officials. Plots to assassinate the Czar were laid, but they were generally betrayed to the police.
The modern ethical thinker is convinced that morality is but the harmonious adjustment of an individual to his social group; it is the sensible foresight which selects the active values which attract and express man's nature. This rather blind tension of traditional religion appears quite clearly in the conception of sin. The setting of this idea has been monarchic and terroristic.
Nor has it been possible to find out to what extent the secret society of high officials, which had been formed in March, 1881, under the name of "The Sacred League," with the object of defending the person of the Tzar and engaging in a terroristic struggle with the "enemies of the public order," was implicated in the movement.
Two friends, both newspaper men, managed to eliminate the most objectionable parts of Terry's terroristic utterances from their respective papers, and Terry's sister, the lawyer, one sergeant of police, and the ferocious but humane Tim Quinn did the rest.
Prisoners were hustled away and never seen afterwards. Punishment and reward were easy matters in the old days when justice was external and terroristic; we see to-day that they are the most difficult of problems. Final judgments by omniscient judges strike us as romantic and even melodramatic. Again, we doubt such facile divisions of our mixed humanity as that between saints and sinners.
To this organization within the party belonged many of the ablest and most consecrated men and women in Russia. A few illustrations will suffice to make clear the nature of this terroristic retaliation: In March, 1902, Sypiagin, the Minister of the Interior, was shot down as he entered his office by a member of the Fighting Organization, Stephen Balmashev, who was disguised as an officer.
To believe his own word, he was a terroristic Anarchist, a white-slave trafficker, an adventurer always. At any rate, he espoused the cause of all who were Anarchists, procurers, or adventurers.
Just as all cuts, wounds and stings on his body healed rapidly, so all that weighed upon his soul and wounded it immediately rose to the surface and disappeared. And he brought into every work, even into his enjoyments, the same calm and optimistic seriousness, it mattered not whether he was occupied with photography, with bicycling or with preparations for a terroristic act.
A majority favored resorting to terroristic tactics; Plechanov and a few other well-known revolutionists were opposed favoring the old methods. The society split, the majority becoming known as the Will of the People and adopting a terroristic program. This organization sentenced Czar Alexander II to death and several unsuccessful attempts were made to carry out the sentence.
