It chanced that a cachalot was killed off Terceira by some sperm whalers, and in its last struggles charged almost to the Prince's yacht, missed it, rolled under, and died within twenty yards of his rudder. And in its agony it threw up a number of large objects, which the Prince, dimly perceiving they were strange and important, was, by a happy expedient, able to secure before they sank.
Rough again The Lauretta Condemned! The Baron de Custine Released on bond. The Alabama was again out of luck. For the second time since her departure from Terceira, nearly a fortnight passed without bringing a single prize. It was, indeed, hardly to be expected that the splendid success which had attended the first three weeks of her cruise could be maintained.
Another subject to which the right hon. gentleman had referred was the blockade of Terceira; and, without entering into all the particulars of that blockade, he should be able to justify the course pursued by Government. The right hon. gentleman had lamented that England had respected a blockade established by a de facto Government.
I may remark, that I saw at Terceira, in the Azores, a crater of tuff or peperino, very similar to these of the Galapagos Archipelago. It at first appears very singular, that all the craters formed of tuff have their southern sides, either quite broken down and wholly removed, or much lower than the other sides.
They too are said to be earthly paradises in soil, climate, productions; and yet no English care to settle there, nor even to go thither for health, though the voyage from Lisbon is but a short one, and our own mail steamers, were it made worth their while, could as easily touch at Terceira now as they did a few years since.
This was satisfactory; and altogether the five hard days' work since quitting Terceira had resulted in something more like success in the way of order, comfort, and efficiency, than it had at first sight appeared possible to anticipate.
These were the principles upon which the Government had acted. The officer who had been entrusted with the naval expedition to Terceira, had acted with the utmost forbearance. He gave ample warning; and it was not until a passage was attempted to be forced that he reluctantly fired a shot, which killed one man and wounded another.
To the House of Representatives of the United States: I communicate to the House of Representatives, in compliance with their resolution of the 29th of January last, calling for information and papers respecting the seizure of American vessels by the naval forces of Portugal forming the blockade of the island of Terceira, a report from the Secretary of State, which, with the documents accompanying it, contains the information in his Department upon that subject, and avail myself of the occasion further to inform the House of Representatives that orders had before the introduction of the resolution referred to been given to fit out a ship of war for the more effectual protection of our commerce in that quarter.
I have vowed the sincerest affection alike to both Portugal and the Portuguese, and my best wishes follow both country and people all over the world, but I will not commit myself to any opinion as to their political life. At the time I speak of, the country possessed two illustrious soldiers, Marshal Saldanha and Marshal Terceira.
The demands against Portugal for illegal captures in the blockade of Terceira have been allowed to the full amount of the accounts presented by the claimants, and payment was promised to be made in three installments.
