There was no time for explanation. The stables were ransacked and eight of the rajah's best horses taken. Then, when all was ready for starting, Major Warrener proceeded to the door of the women's apartments. Here, in obedience to the order he had sent her, the wife of the talookdar, veiled from head to foot, and surrounded by her attendants, stood to await the orders of her captor.
He was deeply meditating on a memorandum he was about to draw up, respecting a decision that had been arrived at in a case between a Talookdar in his district and the Government, and in which, as it appeared to him, a wholly erroneous and unjust view had been taken as to the merits of the case; and he only roused himself when the horse broke into a walk as it entered the village.
This doctrine of confiscation is a convenient one, but it is somewhat inconsistent with the outcry that has so recently been raised because Lord Canning was supposed to have confiscated the rights of certain farmers of the revenue in India; for that is the exact position of a talookdar.
A young man in a suit of brown karkee, with a white puggaree wound round his pith helmet, was just mounting in front of his bungalow at Deennugghur, some forty miles from Cawnpore, when two others came up. "Which way are you going to ride, Bathurst?" "I am going out to Narkeet; there is a dispute between the villagers and a Talookdar as to their limits. I have got to look into the case.
In 1856, when you dethroned the King of Oude, you stepped into his place, and became the recipients of all the legitimate national taxes of the kingdom of Oude; and now, having seized the 500,000l. a year, the revenue of that country, after a solemn treaty which contained a clause that if there were a surplus of revenue it should be paid to the credit of the kingdom of Oude; after having applied that surplus, contrary to that clause of the treaty, to the general purposes of India; you now step in and you descend below the King, to every talookdar, to every landowner, large or small, to every man who has proprietary rights in the soil, to every man, the smallest and humblest capitalist who cultivates the soil to every one of these you say in language that cannot be mistaken 'Come down from the independence and dignity you have held.
My present impression is that it is essentially a case for a compromise, but you know the final decision does not rest on me. I shall be out here again next week, and I shall write to the Talookdar to meet me here, and we will go over the ground together again, and see if we cannot arrange some line that will be fair to both parties.
