If we consider the condition of the loudest supporters of the movement, we find them all, or nearly all, to be politicians, políticos. Some of these politicians are not Tagálogs for example, Señor Osmeña, the Speaker of the Assembly, is a Visayan; so that it would perhaps be more accurate to say of the entire propaganda that it is an affair of the politicians, supported chiefly by Tagálogs.
Both declared that the suffrage should be given to the women rather than to the men, the former saying: "The fact is that, not only among the Tagalogs but also among the Christian Filipinos, the woman is the active manager of the family, so if you expect to confer political power on the Filipinos it ought to be given to the women. Following is part of the Archbishop's statement.
"All of the Tagalogs who can procure them, carry these 'anting-anting. Some are thought to be much more powerful than others. Evidently this was looked upon as an unusually valuable charm. Sometimes they are only a button, sewed up in a rag.
I have been furnished a list, made up with all possible care by competent persons, from which it appears that there were eighty-five delegates actually present at the opening of congress, of whom fifty-nine were Tagálogs, five Bicols, three Pampangans, two Visayans, and one a Zambalan. For the others there are no data available. Yet it has been claimed that this was a representative body!
The particular tribe which formed the chief support of Aguinaldo, the Tagalogs, comprised less than one half of the population of the island of Luzon. The United States had taken the islands largely because it did not see any one else to whom it could properly shift the burden. The shoulders of the Tagalogs did not seem broad enough for the responsibility.
Wilcox and Sargent to learn of the relations between the Tagalogs of Macabebe and their neighbours, or of the fact that people were being publicly tortured in Pampanga, is perhaps not to be wondered at under the circumstances, it is hard to see how they could have failed to hear something of the seriously disturbed conditions in Tarlac if they so much as got off the train there.
There had been a battle between the American forces and the Tagalogs, and the natives had been driven back. The stone church of Santa Maria, around which the engagement had been hottest, and far beyond which the native lines had now been driven, had been turned into a hospital for the wounded Tagalogs left by their comrades on the field.
From afar were to be seen some herons perched in contemplative attitude on the tops of the bamboo posts, while a number of white birds, which the Tagalogs call kalaway, flew about in different directions, skimming the water with their wings and filling the air with shrill cries.
This legend is still current among the Tagalogs. It circulates in various forms, the commonest being that the king was so confined for defying the lightning; and it takes no great stretch of the imagination to fancy in this idea a reference to the firearms used by the Spanish conquerors. Tr. The reference is to Noli Me Tangere, in which Sinang appears.
Many of the non-Christian comandancias were given a number of delegates wholly disproportionate to their population, and in this way the congress was stuffed full of Tagálogs.
