My solution of this problem which I am so sick of discussing.... But let's finish with it while we are about it my solution is that the State and the Community should do their utmost to encourage, subsidize, reward early marriages; and at the same time facilitate in a reasonable degree divorce.
On the 21st of April, Grotius met Oxenstiern at Soissons: they proceeded together to Paris. Conferences between the Cardinal and the Chancellor immediately took place. The matter in discussion between the courts were soon arranged: France undertook to declare war against the emperor, to subsidize Sweden, and to send an army to co-operate with her forces in Germany.
From the military invasions of the Soviet Union immediately following war's end in 1918, western spokesmen, led by President Wilson, did their utmost to subsidize counter-revolution inside the Soviet Union, to send American and other armed forces into the country, to villify, denounce, boycott and handicap the Soviet Government.
In the years 1812-1814, England was engaged in maintaining an army in Spain, in preying on French commerce by blockade and cruising, and was spending immense sums to subsidize the European nations in their final struggle against Napoleon. The whole military and financial strength of the country, the whole political and diplomatic interest were absorbed in the tremendous European contest.
"The State ought to subsidize a school of manners for honest women! But governments are so prudish! Still, they are guided by men, whom we privately guide. My word, I pity nations! "But the matter in question is how you can be helped, and not to laugh at the world. Well, madame, be easy, go home again, and do not worry. I will bring your Hector back to you as he was as a man of thirty."
Surely we can't blame it all to the steward, or to any other individual. Lay it rather to human nature, that stumbling-block of so many varnished and upholstered systems. I hope I am not giving the impression that I.C.C. hotels are unendurable. "Stay home" which on the Zone means always eat at the same hotel table subsidize your waiter and you do moderately well.
Peter's own remedy for Irish disaffection was, first, to remove all civil penalties for religious faith, and then to subsidize the Roman Catholic bishops and clergy in Ireland, and pay for the maintenance of their schools and churches. He calculated that this would cost £250,000 a year.
It was by this treasure that the kings of Persia lived in such royal magnificence, and with it they were able to subsidize armies to maintain their power throughout their vast dominions, and even gain allies like the Greeks, when they had need of their services.
""But I aims to drink some more poco tiempo," says this Caribou Sam, who is new to Lido, an' never yet hears of Jack Rainey an' his little game, "an' before I permits a gent to subsidize my thirst, an' go stackin' in for my base appetites, you can gamble I want to meet him an' make his acquaintance. Where is this yere sport Jack Rainey, an' whatever is he doin' this on?"
Is it to be endured, I say, that this rock should prove as brittle as sand, and that those who held this language should come down in a week after, and say, give us two millions and a half to subsidize Germany, and then we shall have a better army than we had with Russia?
