I believe that the demand for citizenship is just, and that it is amply earned by sustained loyalty on the part of the inhabitants of the island. But it should be remembered that the demand must be, and in the minds of most Porto Ricans is, entirely disassociated from any thought of statehood.

In this view, the actions of the Americans show the evolution of a continuous theory and policy, and the application of a single system of principles, a system which was based upon free statehood, just connection and union.

Douglas very justly assailed the unfairness of a proposal by which an anti-slavery vote was thus doubly and very severely handicapped; but the bill was passed by both Houses of Congress and was signed by the President. The Kansans, however, by an enormous majority, rejected the bribes of land and statehood in connection with slavery.

It is to be seriously considered whether the Cuban insurrection possesses beyond dispute the attributes of statehood, which alone can demand the recognition of belligerency in its favor.

Upon the admission of Ohio to Statehood in 1803, the remainder of the North-west territory became the Territory of Indiana. When the United States took possession of the Louisiana country, the upper portion contained probably not more than six thousand inhabitants, about one thousand being slaves. In 1810, it had twenty thousand. A decade later, as the Territory of Missouri, it had grown to four times that number and was ready for division and statehood. A petition reached Congress in 1819, setting forth its claims.
