These countries and peoples were located chiefly in Eurasia. Former colonial and client dependencies of the nineteenth century empires struggling for self-determination and statehood were entering a stage of affluence. These countries and peoples were mainly Afro-Asian. Some of them were located in Latin America.

But if the Church denied its support to the Republican party, the constitutional amendment would be carried, and the Mormons, in their marriage relations, would be returned to the Federal jurisdiction from which they had escaped when the territory was admitted to statehood. The sentiment of the country was known to be in favor of giving Congress such power.

But, in the very midst of the fight, we were advised that, unless the Republican leaders would let the Enabling Act go through, the Democratic leaders would falter in our advocacy. For example, they told some of the "financial Senators" that the Church had fourteen million dollars in secret funds with which to help build a railroad to the coast as soon as statehood should be granted.

And for these leaders to maintain their authority despite the covenant of their amnesty, the terms of Utah's statehood and the provisions of the constitution and to maintain that authority against the robust American sentiment that would be sure to assert itself it was necessary that they should have the most effective political protection afforded by any organization in the whole country.

These proposals are for the enactment of Federal statutes which will protect all our people in the exercise of their democratic rights and their search for economic opportunity, grant statehood to Alaska and Hawaii, provide a greater measure of self-government for our island possessions, and accord home rule to the District of Columbia.

Being unable to admit the people of Louisiana to immediate statehood, and unwilling to hold them purely as colonists, the Jeffersonians divided the land into a territory and a district. This action prolonged for years the possibility that the people reside in territories, deprived of the privileges and protection of a State government.

For when I was subscribing the word of the Mormon chiefs for the fulfillment of our statehood pledges, I engaged my own honor too, and gave bond myself against the very treacheries that I have here recorded.

Lincoln's death had assumed the leadership in the work of reconstruction and other matters of administration, came to take the opposite ground, from the first occupied by Sumner and other extremists in Congress that the States lately in rebellion had destroyed themselves by their own act of war, and had thereby forfeited all the rights of Statehood and were but conquered provinces, subject solely to the will of the conqueror.

Some based this right of free statehood and political connection on the Colonial Charters; some on the doctrine of the extension to the Colonies of the Constitution of the State of Great Britain in a partial and metaphorical manner; some thought that the Colonies had always been not only free states, but also free and independent states, and that the political connection between them and the State of Great Britain was, and always had been, by consent, that is, by implied treaty.
