The lesson you give to humanity will not be lost. The respect for State-rights in the Federal Government of America, and in its several States, will become an instructive example for universal toleration, forbearance, and justice to the future States, and Republics of Europe.

Breckinridge would do that, for no one doubts their honor or their honesty. It is not unanimous about the Tariff, about State-Rights, about many other questions of policy.

And now, Sir, we come to the doctrine of internal improvement, that other usurpation, that other oppression, which has come so near to justifying violent disruption of the government, and scattering the fragments of the Union to the four winds. Have the gentleman's State-rights opinions always kept him aloof from such unhallowed infringements of the Constitution?

The difficulty is that these permanent features are often so obscured by the temporary media in which they appear that the republicans are likely to be taken as a merely State-rights party, and the federalists as a merely commercial party. To adopt either of these notions would be to take a very erroneous idea of American political history.

North Carolina hesitated, and Rhode Island had refused to act upon the matter. The state-rights feeling was still very strong in most of the local legislatures, and many true friends of the constitution doubted whether the general government would have sufficient power to control the actions of the individual states.

In our politics, we hear much of State-rights and centralization, of distribution of power, of checks and balances, of constitutions and their construction, of patronage and its distribution, of banks, of tariffs, and of trade, all of them subjects of moment in their sphere; but their sphere is limited.

Can any such connection be proved upon him, can he prove it upon himself, before that time? Sir, I will show you, before I resume my seat, that it was not until after the gentleman took his seat in the chair which you now occupy, that any public manifestation, or intimation, was ever given by him of his having embraced the peculiar doctrines of the State-rights party.

It had been his expectation, and in his opinion such had been the expectation of the people generally that the State would assume its place in the Union whenever the cause of the Confederacy should be abandoned. Such were the results of the State-Rights doctrines as announced by the most intellectual of the Southern leaders in the war of the Rebellion. In the opinion of Mr.

The resolution to confine slavery, by political action, within the limits of the States where it was under the shield of local law, became more and more prevalent. In the South, on the contrary, the enmity to "abolitionism" was intense, and served to increase the popularity of the doctrine of State-rights.
