This latter is really the doctrine of some of the slave states the "state-rights" doctrine, so called. That doctrine holds that the general government is merely a confederacy or league of the several states, as states; not a government established by the people, as people. It is true also that the constitution was ratified by conventions of the people, and not by the legislatures of the states.

In 1843 or 1844 I met him for the first time on the Niagara frontier, and quite remember my surprise at his State-rights utterances, unusual among military men at that period. During the war with Mexico he was twice brevetted for gallantry in action. Later, he married a lady of Virginia, which may have tended to confirm his political opinions.

The extreme State-Rights party in the South resolved not to submit to it, but to prepare the people for forcible resistance. Still, the time had not yet come for open demonstrations. The new Fugitive-Slave Law produced a wide-spread excitement at the North. This was increased by the frequent cases of brutality which occurred under its execution.

He knew precisely where the strength of the Federalists lay, and by what means alone that strength could be overpowered. Coming into office as the champion of "State-rights and strict construction," it was beyond his power to give theoretical affirmance to this transcendent act of his agents.

We have been struggling to maintain the liberty and to restore the prosperity of the country; we have made these struggles here, in the national councils, with the old flag, the true American flag, the Eagle, and the Stars and Stripes, waving over the chamber in which we sit. He now tells us, however, that he marches off under the State-rights banner! Let him go. I remain.

It was a party, from the first, made up of different opinions and principles, of gentlemen of every political complexion, uniting to make a change in the administration. They were men of strong State-rights principles, men of strong federal principles, men of extreme tariff, and men of extreme anti-tariff notions.

Lincoln, in the midst of gigantic outlays for the war, authorized the building of the Pacific Railroad, and successfully used the Government credit to complete it in less time than the State-rights' leaders had been abortively debating the question in Congress.

And now, Sir, how did the honorable gentleman, who has always belonged to the State-rights party, how did he treat this amendment, or this substitute? Which way do you think his State-rights doctrine led him? Why, Sir, I will tell you. He immediately rose, and moved to strike out the words "with the assent of the State"!
