This is simple justice, and for this the church of God must stand with all the might of her influence. That she has been derelict in the discharge of this duty must be confessed. If she had kept the charge committed to her, the inequalities and spoliations now burdening society would not be in existence.

It has demonstrated to foreign nations the moderation and firmness which govern our councils, and to our citizens the necessity of uniting in support of the laws and the rights of their country, and has thus long frustrated those usurpations and spoliations which, if resisted, involved war; if submitted to, sacrificed a vital principle of our national independence.

You are apprised, although the fact has not yet been officially announced to the House of Representatives, that a treaty was in the month of March last concluded between the United States and Denmark, by which $650,000 are secured to our citizens as an indemnity for spoliations upon their commerce in the years 1808, 1809, 1810, and 1811.

If the Venetian, by his abortive conquest, inflicted not more injury on the fair heritage of Athenian art than it had undergone from all preceding spoliations, he left it, not merely from the havoc of war, but by wanton subsequent mutilation, in that state which rendered the recovery of its ancient grace and majesty impossible."

The message next proceeded to state that inquiries had been instituted respecting the vexations and spoliations committed on the commerce of the United States, the result of which, when received, would be communicated.

Of the points referred to, the most prominent are our claims upon France for spoliations upon our commerce; similar claims upon Spain, together with embarrassments in the commercial intercourse between the two countries which ought to be removed; the conclusion of the treaty of commerce and navigation with Mexico, which has been so long in suspense, as well as the final settlement of limits between ourselves and that Republic, and, finally, the arbitrament of the question between the United States and Great Britain in regard to the north-eastern boundary.

From Walcheren they swept both banks of the Rhine, and, after enriching themselves with the spoils of monasteries, cathedrals, and palaces, they thought of other countries. Then began the long series of spoliations which desolated the whole of France along the Seine, the Loire, and the Garonne. Opposition they scarcely encountered.

Gentlemen of the House of Representatives: I transmit you a report from the Secretary of State, with the information desired by the House of Representatives, of the 8th of January, relative to certain spoliations and other proceedings therein referred to.

France pays twenty-five millions of francs for spoliations committed thirty years ago; Naples pays two millions one hundred thousand ducats for wrongs of the same date; Denmark pays six hundred and fifty thousand rix-dollars for wrongs done a quarter of a century ago; Spain engages to pay twelve millions of reals vellon for injuries of fifteen years' date; and Portugal, the last in the list of former aggressors, admits her liability and only waits the adjustment of details to close her account by adequate indemnity.
