The undisguised purpose of this South-American venture is to get cheap wheat from Argentina. Rice eating in Japan is giving way to bread made from wheat, or from a mixture of wheat and rice and other cereals. It is further known that Japan is casting covetous eyes on the trade of Brazil, and the line to the Plate may be extended to Brazilian ports.
For a rare combination of international motives they prized most the table d'hote of a French lady, who had taken a Spanish husband in a second marriage, and had a Cuban negro for her cook, with a cross-eyed Alsation for waiter, and a slim young South-American for cashier.
A French party was easy enough; a Spanish mother and daughter were not difficult, though whether they were not South-American remained uncertain; two elderly maiden ladies were unmistakably of central Massachusetts, and were obviously of a book-club culture that had left no leaf unturned; some Triestines gave themselves away by their Venetian accent; but a large group at a farther table were unassignable in the strange language which they clattered loudly together, with bursts of laughter.
This was washed down with `chica, and afterwards the padre and I indulged in a cigarette and a chat. "He was a genuine specimen of the South-American missionary priest; rather more scrupulous about getting his dues than about the moral welfare of his flock; fat, somewhat greasy, fond of a good dinner, a glass of `Yea' brandy, and a cigarette.
The sound which the bouradi makes is like the clear yelping of a puppy-dog, and you fancy he says "pia-po-o-co," and thus the South-American Spaniards call him piapoco. All the toucanets feed on the same trees on which the toucan feeds, and every species of this family of enormous bill lays its eggs in the hollow trees. They are social, but not gregarious.
"Gee! it'd be natural enough if I did like to talk. Imagine the training in being with the English superintendent at the mine, that I was telling you about, and hearing Frazer lecture, and knowing Tony Bean with his South-American interests, and most of all, of course, knowing Forrest Haviland.
The Contalmaison article has in whole or in part been circulated in the United States, and also in the South-American Republics, and probably in other neutral countries. This has now called forth a semi-official detailed denial, which I print herewith. It is signed by the Head Staff Doctor at Potsdam, one Geronne, by name. He divides his contradiction into ten clauses.
At another table there was a very noisy lady, short and fat, in flowing draperies of white, who commanded a sallow family of South-Americans, and loudly harangued them in South-American Spanish; she flared out in a picture which nowhere lacked strong effects; and in her background lurked a mysterious black face and figure, ironically subservient to the old man, the mild boy, and the pretty young girl in the middle distance of the family group.
An American heiress, half Spanish South-American Spanish with no doubt a dash of Indian; no manners, as Europe understands them; unlimited money, and absurd pretensions so Chloe said in the matter of art; a mixture of the pedant and the parvenue; where on earth had young Barnes picked her up! It was in some such way, no doubt so Lelius guessed that the Duchess's thoughts were running.
The curse of other countries, the curse of France, the curse of the South-American Republics, has been that they followed such a precedent as you call upon us to establish here to-day the overthrow of their Executive, not by law, not by the Constitution, but by the irregular and arbitrary and revolutionary exercise of power, in order merely to obtain a temporary possession of the Government."
