I think it refers to both, and that we have here, expressed in prophetic outline, not only the fact of Christ's sinlessness, but the fact of His consciousness of sinlessness.
John the Baptist called Him "the lamb of God, which taketh away the sin of the world." Being the unspotted Lamb of God, Christ was personally innocent.
