One morning, about the 1st of June, 1861, in the city of New York, two men of the mercantile class came from a cross street into Broadway, near what was then the upper region of its wholesale stores. They paused on the corner, near the edge of the sidewalk. "Even when the States were seceding," said one of them, "I couldn't make up my mind that they really meant to break up the Union."
When, on January 14, the report came, it was an absurd fiasco: it contained six propositions, of which each had the assent of a majority of a quorum; but seven minority reports, bearing together the signatures of fourteen members, were also submitted; and the members of the seceding States refused to act.
Governor after Governor, in State after State, issued proclamation after proclamation, calling together their respective Legislatures, to consider the situation and whether their respective States should join South Carolina in seceding from the Union. Kentucky alone, of them all, seemed for a time to keep cool, and look calmly and reasonably through the Southern ferment to the horrors beyond.
And is this such a blessing to the church, that an enemy to her Lord and Head rules over her? Oh! may not the Lord say? "I hearkened and heard, but they spake not aright." In South Carolina, for example, the Governor had recommended both Houses in advance to take measures for seceding if Mr. Lincoln should be elected; a special commission was nominated, and held permanent session. In Texas, Senator Wigfall did not fear to say, in supporting Mr.
Why should we force Jefferson's language to a meaning Jefferson himself never gave it in dealing with the people of Louisiana, or Andrew Jackson in dealing with those of South Carolina, or Abraham Lincoln with the seceding States, or any responsible statesman of the country at any period in its history in dealing with Indians or New Mexicans or Californians or Russians?
No part of this line can be made any more difficult to pass by writing it down on paper or parchment as a national boundary. The fact of separation, if it comes, gives up on the part of the seceding section the fugitive-slave clause, along with all other constitutional obligations upon the section seceded from, while I should expect no treaty stipulation would ever be made to take its place.
He was asked if the Southern States would be justified in seceding if Lincoln should be elected President. "No," thundered Douglas. "The election of a man to the Presidency of the American people, in conformity to the Constitution of the United States, would not justify any attempt at dissolving this glorious confederacy."
At times he was full of the most boyish spirit of jesting, as when in 1862 he wrote to me grieving over the secession of Virginia, because we had both of us thus lost our easiest supply of rattlesnakes. Then he rejoiced over the fact that we still had the bull-frog; and in an another note regrets that the rattlesnakes had not been allowed to vote on the question of seceding.
A continuation of dominant foreign influence under them was impossible. Instead of seceding to a foreign power, as their fathers had threatened, these trans-Allegheny frontiersmen had now been absorbed by the Union and were to secure their long-delayed rights by controlling their own government, which had once been disposed to neglect them.
