But if it be so, Virginia, Maryland, Kentucky, and Missouri will not be found among these seceding States; and the line may not improbably be driven south of North Carolina and Tennessee. If this can be so, the object of the war will, I think, hereafter be admitted to have been good.

A sixth reason why the South will not dissolve the Union, is found in the difficulty of bringing about an actual separation. Preparatory to such a movement, it would seem indispensable, that Union among the seceding states themselves should be secured. A General Convention would be necessary to adjust its terms. This would, of course, be preceded by particular conventions in the several states.

In May the Speaker of the North Carolina Legislature assured a commissioner from Georgia that North Carolina would never consent to the movement of troops "from or across" the State to attack a seceding State. But neither Virginia nor North Carolina in this second stage of the movement wanted to secede.
