Water communication was not so necessary in the south as in the north, but care was there also bestowed upon the canals, especially upon the canal of Terneuzen connecting Ghent with the western Scheldt, and many highways were constructed.

Philip III virtually recognized the independence of the Republic and even allowed the Dutch merchants to trade with the West Indies, a privilege which he had refused to his own subjects in Belgium. The Southern provinces were further sacrificed by the recognition of the blockade of the Scheldt, which remained closed to all ships wishing to enter Antwerp, to the greater benefit of Dutch ports.

But it possesses an even greater one in the bridge which here crosses the Scheldt, the first road bridge above the mouth of the river, for there is none at Antwerp. At least six main roads converge upon this bridge, and they must have brought a great deal of traffic through the town.

"Oh! here is a brave man who has swum back," said monseigneur, looking at the man with his accustomed air of authority. "Yes, monseigneur, yes; and the Scheldt is broad and rapid," said the sailor, eagerly. "Speak, Goes, speak," said monseigneur, knowing how a sailor would prize being thus called by his name.

Colonel Cadogan, with a strong advanced guard, was pushed forward by daybreak on the 11th towards the Scheldt which he reached by eleven, and immediately threw bridges over, across which the whole cavalry and twelve battalions of foot were immediately thrown.

This road, known through the early Middle Ages as the "Road of Brunehaut," was for a long time the main way running from east to west in a country where all the important streams, such as the Meuse, the Scheldt and their tributaries, ran from south to north. The extent of Roman influence may be gauged by the position which the various parts of the country occupied towards this highway.

Henry had been steadily building ships for years. Now he redoubled his activity. He blooded the fathers of his daughter's sea-dogs by smashing up a pirate fleet and sinking a flotilla of Flemish privateers. The mouth of the Scheldt, in 1539, was full of vessels ready to take a hostile army into England. But such a fighting fleet prepared to meet them that Henry's enemies forbore to strike.

"Listen, Henri," said he; "the country is drying, and there is a communication between Courteig and Rupelmonde; you will march between a river and a stream the Scheldt and the Rupel. I trust that there will be no necessity for you to go as far as Rupelmonde to find provisions.

In the north-east, between the Rhine, the Scheldt, and the Loire, Christianity had been obliged to deal with little more than the barbarism and ignorance of the German conquerors.

As already stated, from Fort Saint Mary on the Kalloo side, and from Fort Philip, not far from Ordain on the Brabant shore of the Scheldt, strong structures, supported upon piers, had been projected, reaching, respectively, five hundred feet into the stream. These two opposite ends were now connected by a permanent bridge of boats.
