It should be borne in mind that the scene of the Chinese disaster was in Pangasinan, a march of three days to the south of the Tinguian territory. It is unlikely that a force sufficiently large to impress its type on the local population could have made its way into Abra, without having been reported to Salcedo, who then had his headquarters at Vigan.

A line from Las Cabullas, on the main road, to Salcedo was promptly built and opened to traffic, but the Moca extension was delayed by civil disturbances and not completed until 1917. The gauge of the Samana-Santiago road is 1.10 meters, about three feet six inches. It rises very gradually from sea-level at Sanchez to the altitude of La Vega and Moca, about 400 feet.

One had been fitted out by Diego Mendez, and the other was sent by Ovando, placed under the command of Salcedo, the Admiral's agent at San Domingo. Joy filled the hearts of the exiles as they approached.
