Into almost every social problem the proper calculation of time enters. Suppose, for example, it is a question of timber. Some trees grow faster than others. Then a sound forest policy is one in which the amount of each species and of each age cut in each season is made good by replanting. In so far as that calculation is correct the truest economy has been reached.
The methods of lumbering are exceedingly wasteful. Scarcely half of the standing timber of a tract is taken by the loggers and what is left is often burned or totally neglected. Replanting is unthought of and the young trees are treated as a nuisance. Three fourths of the forests of California grow upon side hills, generally with an incline of from fifteen to thirty degrees.
To protect the watersheds of navigable streams the Government should buy 1,000,000 acres of woodlands in New England and 5,000,000 acres in the southern Appalachian Mountains. The National Forests should also be extended and consolidated. Federal funds should be increased so that the Forest Service can undertake on a large scale the replanting of burned-over lands in the National Forests.
Very few have now any money to lay out in replanting their vineyards. Land has so fallen in value that it can be bought at a price that seems scarcely credible. With £100 one might become the proprietor of a large vineyard. Higher up the hills, where the chestnut and juniper thrive, half the money would buy quite a considerable estate.
The same quantity, in the very heart of the Saxon forests, that is, at Schandau, in Saxon Switzerland, costs four dollars and four groschens. Nor would it be procurable even at this price, were not the proprietors of forest lands particularly zealous in protecting their woods from injury, and in replanting such spaces as the axe of the woodman may, from time to time, lay bare.
