Still, on the whole, I think, as long as conditions remain what they are, the commercial supremacy of England is in no immediate danger. It is these great permanent geographical factors that make or mar a country, not Eight Hours Bills or petty social reconstructions.
It is only so far as this primitive will is wrong by nature or training, that drastic reconstructions of any sort are needed.
The Government undoubtedly supposed, in the reconstructions it attempted, that it was acting under the war power; but as reconstruction can never be necessary for war purposes, and as it is in its very nature a work of peace, incapable of being effected by military force, since its validity depends entirely on its being the free action of the territorial people to be reconstructed, the General government had and could have, with regard to it, only its ordinary peace powers.
Sometimes these great social reconstructions of which I speak are forced upon communities by external factors interfering with their fixed internal order, as happened when the influx of northern barbarians broke up the decaying and rotten organism of the Roman Empire.
Such plain speaking and such deadly earnestness of conviction were indeed far removed from the idyllic simplicity of the peasant tales and from the poetical reconstructions of the legendary past.
Instead of the Jesus of the gospels, they give us, as the actual Man, Jesus the Sage, or the Visionary, or the Prophet, or the Philanthropist, who, they think, was subsequently deified by His followers. Such reconstructions handle the sources arbitrarily, eliminating from even the earliest of them that which clashes with their preconceptions.
Organized expressions of discontent are ever objectionable to the ruling class, not so much for what is said, as for the movements and reconstructions they may lead to a fact which the police authorities, inspired from above, have always well understood. "The winter of 1873-74," says McNeill, was one of extreme suffering.
Ephesus has given us more archaic treasures, from the deposits bedded down under the later reconstructions of its great shrine of Artemis; but here again the site of the city itself, though long explored by Austrians, has not added to the store.
Those materials, rearranged into the abstract summaries we call history or science, or pieced out into the reconstructions and extensions we call poetry or religion, furnish us with ideas of as many dream-worlds as we please, all nearer to reason's ideal than is the actual chaos of perceptual experience, and some nearer to the heart's desire.
Some reconstructions we must push forward, which a new age and new circumstances impose upon us. But we can do it all in calm and sober fashion, like statesmen and patriots. I do not speak of these things in apprehension, because all is open and above-board. This is not a day in which great forces rally in secret. The whole stupendous program must be publicly planned and canvassed.
