"Well," said the visitor, "the city of Constantinople has the reputation of being the filthiest city in Europe, but it has a brigade of canine street cleaners to assist the rainfalls in cleaning the thoroughfares. If the city of Jerusalem were in Europe, it could easily claim the leading place in respect to filth; for dogs are few here and heavy rains do not appear to be frequent."

In the hot months of the year this region must be vile in the extreme, and I consider myself most fortunate in having the cool season before me to traverse it in. It is stony, sterile, and hideous, and totally unsuited for the occupation or habitation of the white man. Depart for higher ground. Rainfalls. Ophthalmia. Romantic glen. Glen Ross. Camels on the down grade. Larger creek. The Ashburton.

But as summer approaches, thunderstorms become prevalent, and are accompanied by more or less humid conditions, which, though good for fruit-development, are not quite so enjoyable as the drier months. Summer is our rainy season, and the rainfalls are occasionally very heavy.

It has long been recognized that the source of chlorine in rainfalls near the sea was the sea itself, the amount of chlorides, putting aside local exceptions arising from cities or manufactories, increasing with the proximity of the point of observation to the ocean, and also showing a marked relation to the exposure of the position chosen to violent storms.

To the latter relief was immediately sent from neighboring places, from the whole country. The others, suffering no less, did not always even succeed in being heard. The record of disaster by tornado was greater in Terre Haute than in any other place except Omaha. For two weeks before Easter a dense atmosphere hung over the city, which occasional heavy rainfalls did not clear.

He will not find it beyond his province to ascertain the amount and period of rainfalls, the maxima of heat and of cold which his troops may have to endure, and many another point on which their health and efficiency nay, their very life may depend, but which are now too exclusively delegated to the doctor, to whose province they do not really belong.

The two outer trenches diverge so widely from the mouth that half the earth brought out is cast behind instead of before it, thus creating a mound of equal height about the entrance, by which it is secured from water during great rainfalls, while the cattle avoid treading over the great pit-like entrances.

The development of a great system of irrigation canals added large new tracts of hitherto barren wastes to the cultivable area of the country, and an elaborate machinery of precautionary measures and relief works was created to mitigate the hardships of periodical famines unavoidable in regions where a predominantly agricultural population is largely dependent for existence on the varying abundance or shortage of the seasonal rainfalls.

They have found ponies almost a necessary of life, and food that is fair is attainable, while the flowing hydrants remove a good deal of privation and apprehension. The water is from an uncontaminated stream, and though slightly soiled after heavy rainfalls, it is not poisonous, and that is what many American and European cities cannot truthfully say of their water supplies.

I wrote out a careful description of the processes by which they converted food out of the valueless elements valueless because of their abundance and put it carefully away for use in my own country. There drouth, or excessive rainfalls, produced scarcity, and sometimes famine. The struggle of the poor was for food, to the exclusion of all other interests.
