Law 4 of 1890, being the Act of the two Volksraads, lays down clearly and distinctly that those who have been eligible for ten years for the Second Raad can be admitted to full citizenship. So that, in any case, the naturalized citizen cannot obtain full rights until he reaches the age of forty years, he not being eligible for the Second Raad until he is thirty years.
If the franchise were granted to these, there could be no doubt that though at first the Boers might control a majority of the votes, it was only a question of time before the newcomers would dominate the Raad and elect their own President, who might adopt a policy abhorrent to the original owners of the land.
The first reference to it is in a despatch of Governor Sir George Grey, in 1858; and it is to be found more definitely in the speeches of President Burgers in the Transvaal Raad in 1877 before the annexation, and in his apologia published after the annexation. Mr.
