The Government sought by Act XIII. of 1859 to check these evils, not by preventive, but purely by punitive legislation.
The immediate result of the battle of Ohod was to render Mahomet free from any more threatenings from the Kureisch, who had fulfilled the task of overawing him into quietude towards them, but its ultimate results were far-reaching and endured for many years; in fact, it was by reason of the reverse at Ohod that the next period of his life is crowded with defensive and punitive expeditions, and attacks upon his followers by desert tribes.
And which is it to me? Then, again, this same duality of aspect attaches to the character and presence of God in another way. Because, according to the variety of men's characters, God is obliged to treat them as standing in different relations. He must manifest His judgment, His justice, His punitive justice.

But punitive coercion deals only with a man whose violence is over. The only rational excuse for it is to restrain a man from further violence which he will presumably commit.
For the latter opinion they found support in the failure of the uprising of the working class in 1905-06, when the punitive expeditions proved the loyalty of the army to the throne. Consequently the attitude of the army in the memorable days of the March revolution was a great surprise to them.

Government can do a great deal to aid the settlement of labor disputes without allowing itself to be employed as an ally of either side. These processes can successfully be directed only by a government free from the taint of any suspicion that it is partial or punitive.
