Dissolution of Parliament. The king in the House of Lords. The king's speech on dissolving Parliament. The king resolves to do without Parliaments. Forced loans. Monopolies of the necessaries of life. Tonnage and poundage. Ship money. Origin of these taxes. John Hampden. He refuses to pay ship money. Hampden's trial. He is compelled to pay. A fleet raised. Its exploits among the herring-busses.

Consequently, when afterward in the matter of the tonnage and poundage tax Parliament remonstrated against the imposition of the tax as a violation of the royal promise in assenting to the Petition of Right, the king abruptly ended the session and in his speech of prorogation denied the right of Parliament to interpret the Petition and asserted that it was for him alone to determine "the true intent thereof."

There have been great fat men whose spiritual energy came forth to intensify the vibrations of the race, to say nothing of their own poundage. It is less a matter of weight after all than texture; still their fat was a handicap. These facts are indubitable: Sensuousness makes weight in bulls and men; all the habits that tend to put on flesh tend to stifle the expression of the inner life.

The duty of tonnage and poundage, in more ancient times, had been commonly a temporary grant of parliament; but it had been conferred on Henry V., and all the succeeding princes, during life, in order to enable them to maintain a naval force for the defence of the kingdom.

The speaker was pushed back into the chair, and forcibly held in it by Hollis and Valentine, till a short remonstrance was framed, and was passed by acclamation rather than by vote. Papists and Arminians were there declared capital enemies to the commonwealth. Those who levied tonnage and poundage were branded with the same epithet.

A million would hardly cover the king's engagements, and Charles was bitterly angered. He was angered yet more by the delay in granting the permanent revenue of the Crown. The Commons had no wish to refuse their grant of tonnage and poundage, or the main customs duties, which had ever since Edward the Fourth's day been granted to each new sovereign for his life.

In granting the Petition of Right we have seen that Charles had no purpose of parting with his power of arbitrary arrest or of levying customs. Both practices in fact went on as before, and the goods of merchants who refused to pay tonnage and poundage were seized as of old.

Marching south along the Vistula with the old-fashioned army no airships, nothing that intensely puzzled Mowbray in this service that is, in the exteriors of it nothing but earth poundage and earth power, a game that had much to do with earth and not with heaven.

A bill upon these resolutions was brought in under the direction of the chancellor of the exchequer: it related to the continuation of tonnage and poundage upon wine, vinegar, and tobacco, and comprehended a clause for laying an additional duty upon salt for two years and three quarters.

I was counsel in the case, and threw him into a furious passion, by strenuously resisting the demand; the poundage was to go into his own pocket being payable to the chief clerk an office held in trust for him. If he was in any degree influenced by this consideration, I make no doubt that he was wholly unconscious of it."
