See Third Philippic Sec.Sec. 59 sqq. See Introduction to First Philippic. The Third Philippic seems to have been delivered in the late spring or early summer of 341 B. C., about two months after the Speech on the Chersonese, which apparently had little positive result, though it probably prevented the recall and prosecution of Diopeithes.
In the next year the Athenian pacifist party was desirous of dropping further resistance. This policy caused the delivery of the First Philippic. It is a stirring appeal to the country to shake off its lethargy. Nothing but personal service would enable her to recover the lost strongholds.
She knew that to Horton, who played polo like a fiend incarnate, the figure would be effective, and she whipped out her words with something very close to scorn. "Duck your head!" she commanded shortly. "I'm coming about." Possibly, she had thrown more of herself into her philippic than she had realized.
The eleventh Philippic was occasioned by the news which had arrived in Rome of the death of Trebonius. Trebonius had been surprised in Smyrna by a stratagem as to which alone no disgrace would have fallen on Dolabella, had he not followed up his success by killing Trebonius.
After the assassination of Caesar, Cicero delivered that torrent of indignant and eloquent invective, his twelve Philippic orations, and became again the popular idol; but when the second triumvirate was formed, and each member gave up his friends to the vengeance of his colleagues, Octavius did not hesitate to sacrifice Cicero.
It is easier for M. Lamennais to recite a philippic, or sing a humanitarian ode after the Platonic fashion, than to discover a single useful truth; it is easier for an economist to apply the laws of production and distribution than to write ten lines in the style of M. Lamennais; it is easier for both to speak than to act.
Densely ignorant of the sex, his nincompoopish idealizations, at other times preposterous, would now be annoying. He would probably presume on Clara's inconceivable lapse of dignity to read his master a lecture: he was quite equal to a philippic upon woman's rights. This man had not been afraid to say that he talked common sense to women. He was an example of the consequence!
"But," said Sir John, "you forget that Akenside professedly adopts the language of Cicero in his second Philippic." He then read the note beginning with, Cæsare interfecto, etc. "True," said I; "I am not arguing the matter as a point of fact, but as a point of just application.
This treatise was written a short time before the events which gave rise to the first Philippic. Cicero obtained an honorary lieutenancy, with the intention of visiting his son at Athens; on his way towards Rhegium he spent an evening at Velia with Trebatius, where he began this treatise, which he finished at sea, before he arrived in Greece.
That war commenced twenty-six years before the speaking of the first Philippic, and would be well remembered by many of the hearers. Why do I mention this? To show and convince you, Athenians, that nothing, if you take precaution, is to be feared, nothing, if you are negligent, goes as you desire.
