Said a great German writer: "When all on land was steeped in particularism, the Hansa, our people upon the sea, alone remained faithful to the German spirit and to German tradition." From A.D. 969 to 1171 the Arabian dynasty of caliphs called Fatimites because they professed to trace their descent from Fatima, the daughter of Mahomet reigned in Egypt.

In a word, the chief political forces were centrifugal, not centripetal. All the jealousy, the factious spirit, and the prejudice, which petty local sovereignties are bound to engender, flourished apace; and the general effect was to develop what European statesmen of a certain period termed Particularism.

Patriotism is evidently a spirit of particularism, of aliency and animosity between contrasted groups of persons; it lives on invidious comparison, and works out in mutual hindrance and jealousy between nations.

The particularism of the time is revealed in the belief that a man's first allegiance was to his State; to construct a constitution for Massachusetts was thought to be a greater service than to draft the Articles of Confederation; to be Governor of Virginia a higher honor than to be President of Congress.

The Belgian Constitution struck the balance between centralization, inherited from the period of French rule, and particularism, which had, from the Burgundian period, been the most striking feature in Belgian politics.

The Fatherhood of God implies the brotherhood of man. And so, amid all its trust that the long travail of centuries cannot fulfil itself in Israel's annihilation, amid all its particularism, there soars aloft the belief in the day when there will be no religions, but only Religion, when Israel will come together with other communions, or they with Israel.

On more than one of these occasions the gallant Colonel of the Guards, not having his charger up at that date, led his Grenadiers afoot, and once, at any rate, was mounted on donkey-back. Particularism gets lost in the desert.

Great nations replaced little states. Had the South prevailed in the Civil War, there would have been a distinct and calamitous set-back in the world movement. It would have been a reaction toward particularism, and how far might it not have gone? Into what granulations might not our society have crumbled?

His idea of evolution also epitomizes the spirit of the nineteenth century with its search everywhere for geneses and transformations in religion, philology, geology, biology. Closely connected with the predominance of the historical in Hegel's philosophy is its explicit critique of individualism and particularism. According to his doctrine, the individual as individual is meaningless.

How is it possible to trust them when one finds at Brussels, at Genoa, at the Hague, and elsewhere they preach the necessity of the economic unity of Europe, and then go down to the House of Commons and justify this Act on the strictest, the baldest, the most unvarnished doctrine of economic particularism for this country? Nor does it stop there.
