Political nostrums and social panaceas are but incidentally and superficially useful. They do not touch the source of the social disease. War, famine, poverty and oppression of the workers will continue while woman makes life cheap.
I replied that I did not regard mustard poultices as panaceas, the vox populi as the Vox Dei, or the policy of the other side as the machinations of the Devil; that politics was all a game of guess-work and muddle and compromise at the best; that, at the worst, as during a General Election, it was as ignoble a pastime as the wit of man had devised.

It has been offered a multitude of remedies political reforms, wage legislation, statutory regulation of hours, and so on. It has been invited to embrace craft and industrial unionism, syndicalism, anarchism, socialism as panaceas for its liberation. Except in a few countries, it has not attained to aggressive power, but has been a tool for unscrupulous politicians.
The condition of our great cities has lately been forced upon public attention, and all kinds of men have been offering their panaceas. I am not about to enter upon that discussion, but I am glad to seize the opportunity of saying one or two things which I think very much need to be said to individual Christian people about their duty in the matter.

However sceptical we may be with regard to social panaceas of all sorts, we cannot dismiss with a few hackneyed phrases a gigantic experiment in social science involving the material and moral welfare of many millions of human beings. On the other hand, I do not wish to exhaust the reader's patience by a long series of multifarious details and conflicting arguments.
Considered as a whole, however, the period of the forties and fifties was the zenith in American history of theories of social reform, of "panaceas," of humanitarianism.
