All the pamphlets issued secretly to the members of the Pan-German League invariably used Rome as their illustration. We are not surprised, therefore, to find that the German leaders called attention to the fact that it took two wars at intervals of some years to make Rome a world empire.
The issue really at stake was: Central Europe either Pan-German or anti-German. If Germany succeeded in preserving Austria-Hungary, the Pan-German plans of Mitteleuropa would be a fait accompli, and Germany would have won the war: the Germans would, with the aid of the Magyars and Bulgars, directly and indirectly control and exploit over one hundred million Slavs in Central Europe.
Any body of free men that compounds with the present German Government is compounding for its own destruction. But that is not the whole of the story. Any man in America or anywhere else that supposes that the free industry and enterprise of the world can continue if the Pan-German plan is achieved and German power fastened upon the world is as fatuous as the dreamers in Russia.
Had there been a similar movement in France, England, the United States, or even Italy, to-day the Hohenzollerns and Habsburgs would be upon their thrones, realizing the fulfilment of the Pan-German vision.
We know to an absolute certainty all the details of this plan. For more than thirty years Germany had been organizing her army; she knew every road, inn, bridge, factory, shop, and wholesale store in Denmark and Holland, Belgium and France. In all of the larger ones she had German agents belonging to the Pan-German League toiling as workmen and every detail was planned out in advance.
Holland herself, according to all the political ethnologists of the Pan-German League, ought to be part of the German Empire; and if so, her external dominions would follow the destiny of the ruling state. But this was a prospect to be talked about, not to be worked for openly. It would naturally follow from a successful European war.
Whether this fulfillment of the Pan-German aspiration would meet with unqualified enthusiasm on either side of the present frontier, is a question on which it is not altogether easy to answer.
The Pan-German campaign was in full swing by then. Maps were published, beyond the Rhine, showing large portions of Belgium painted in imperial red, like the rest of the Reich. Pamphlets and books appeared claiming Antwerp as a German port and connecting East Africa with the German Cameroons through the Belgian Congo.
He performed this solemn ceremony from the balcony of the Town Hall, facing the faithful remnant of the Communal Guards and the not very numerous crowd. At the same time the legal existence of the Pan-German Constitution was proclaimed, and allegiance to it was sworn by the armed forces of the nation.
The Germans are past-masters in the art of self-glorification, and their pan-German literature is certainly not only bold but ingenious in this respect. Is any one great outside Germany? Very well, let us trace his German origin. It may be remote, it may be hidden by centuries of illusory nationality, but it must be there. France has her apostles of superiority.
