The states of Syracuse and Ephesus being at variance, there was a cruel law made at Ephesus, ordaining that if any merchant of Syracuse was seen in the city of Ephesus he was to be put to death, unless he could pay a thousand marks for the ransom of his life.

It was essential that there should be some examination or re-examination of all such petitioners for new livings, in order that the unfit should not be appointed, and that the others might be provided for according to their degrees of fitness. About the same time a provisional arrangement was made for the more difficult matter of ordaining new candidates for the Ministry.

The Fifteenth Amendment, ordaining equal political and civil rights, had not yet come.
