From a like necessity all the aspiring men of talent, in search of popularity, attached themselves to the opposition; not only those to whom the strictly closed circle of the Optimates denied admission or at least opportunities for rapid promotion, and who therefore attempted to force their way into the phalanx and to break through the laws of oligarchic exclusiveness and seniority by means of popular favour, but also the more dangerous men, whose ambition aimed at something higher than helping to determine the destinies of the world within the sphere of collegiate intrigues.

Whatever in the Sullan enactments was indifferent or inconvenient for the Optimates, was without scruple ignored or cancelled; for instance, the sentences under which whole communities were deprived of the right of citizenship, the prohibition against conjoining the new farms, and several of the privileges conferred by Sulla on particular communities of course, without giving back to the communities the sums paid for these exemptions.

He was one of the "optimates," an oligarch altogether opposed to Cæsar, a Roman nobleman of fairly good repute, who had never bent to Cæsar, but had believed thoroughly in his order, and had thought, till the day of Pharsalia came, that the Consuls and the Senate would rule forever. According to their party names, which were first heard during this period, the "Optimates" wished to give effect to the will of the best, the "Populares" to that of the community; but in fact there was in the Rome of that day neither a true aristocracy nor a truly self-determining community. Both parties contended alike for shadows, and numbered in their ranks none but enthusiasts or hypocrites.

In killing Caesar the optimates had been as foolish as they were treacherous; for Caesar's efforts had been to reform the Constitution, not to abolish it.

While Pompey was speaking with much dignity, Clodius and his supporters in vain struggled with shouts and cries to put him down. At noon Pompey sat down, and Clodius got possession of the rostra, and in the middle of a violent tumult remained on his feet for two hours. Then, on Pompey's side, the "optimates" sang indecent songs "versus obscenissimi" in reference to Clodius and his sister Clodia.

A foolish phrase, which has come down to us from antiquity, represents the populace as inevitably "fickle," a changeable mob, to be restrained by the wisdom of the seniors and optimates. As a matter of fact, the populace is never anything of the sort.

Cicero supported this, partly from gratitude to Pompey, but partly also from a wish to promote his power and influence against the ever-increasing influence and fame of Cæsar. He secretly hoped that a jealousy might grow up between them; that Pompey would be drawn closer to the Optimates; and that the union of the triumvirate might be gradually weakened and finally disappear.

The Senate gave its support to a rival tribune, M. Livius Drusus, who outbid Gracchus in the contest for popular favor. In 121 Gracchus was not made tribune. In the disorder that followed, he, with several hundred of his followers, was killed by the optimates. Before long most of his enactments were reversed. The law for the cheap sale of corn, the most unwise of his measures, continued.

But the minds of the soldiers of the government were deeply agitated; when Cinna appeared in front of them, they received him with acclamation as if he were still their general and consul; Metellus deemed it advisable not to allow the battle to come on, but to lead back the troops to their camp. The Optimates themselves wavered, and fell at variance with each other.
