To select the worst features of his Administration is no very easy task; but the calculating cruelty with which he abetted the extermination of the Rohillas his unjust and precipitate execution of Nuncomar, who had stood forth as his accuser, and, therefore, became his victim, his violent aggression upon the Raja of Benares, and that combination of public and private rapacity, which is exhibited in the details of his conduct to the royal family of Oude; these are acts, proved by the testimony of himself and his accomplices, from the disgrace of which no formal acquittal upon points of law can absolve him, and whose guilt the allowances of charity may extenuate, but never can remove.

Hastings complained in bitter terms of the way in which he was treated, spoke with contempt of Nuncomar and of Nuncomar's accusation, and denied the right of the Council to sit in judgment on the Governor. At the next meeting of the board, another communication from Nuncomar was produced.

These absurd expectations were disappointed; and the directors, naturally enough, chose to attribute the disappointment rather to the mismanagement of Mahommed Reza Khan than to their own ignorance of the country entrusted to their care. They were confirmed in their error by the agents of Nuncomar; for Nuncomar had agents even in Leadenhall Street.

It tends to the exclusion of considerations which, though rightly excluded from a criminal inquiry, cannot be neglected by an historian. A jury would be properly directed to acquit Hastings upon the charge of having instigated the prosecution of Nuncomar.

On the other hand, he could not bring himself to confer immense power on a man to whom every sort of villainy had repeatedly been brought home. Therefore, though the Nabob, over whom Nuncomar had by intrigue acquired great influence, begged that the artful Hindoo might be entrusted with the government, Clive, after some hesitation, decided honestly and wisely in favor of Mahommed Reza Khan.

Did he expect even Englishmen to become enthusiastic over the hiring of British troops to the infamous Surajah Dowlah for the massacre of the brave Rohillas? Did he expect them to peruse with pleasurable pride the robbery of the Princesses of Oude, the brutal execution of Nuncomar, or the forged treaty by which Ormichund was entrapped?

Indeed that sagacity, that judgment, that readiness in devising expedients, which had distinguished him in the East, seemed now to have forsaken him; not that his abilities were at all impaired; not that he was not still the same man who had triumphed over Francis and Nuncomar, who had made the Chief Justice and the Nabob Vizier his tools, who had deposed Cheyte Sing, and repelled Hyder Ali.

Hastings rose, declared the sitting at an end, and left the room, followed by Barwell. The other members kept their seats, voted themselves a council, put Clavering in the chair, and ordered Nuncomar to be called in. Nuncomar not only adhered to the original charges, but, after the fashion of the East, produced a large supplement.

It must be remembered that the writer who has gone most deeply into the whole ugly story, Sir James Stephen, in his careful "Story of Nuncomar," has after long and exhaustive analysis of every particular of the case recorded his judgment in favor of Impey and of Hastings.

The seal, whether forged, as Hastings affirmed, or genuine, as we are rather inclined to believe, proved nothing. Nuncomar, as everybody knows who knows India, had only to tell the Munny Begum that such a letter would give pleasure to the majority of the Council, in order to procure her attestation.
