On the 16th the Major went out again with Jeune and myself to look for Battery positions for the defence of the line at the foot of the mountains. We went through Cittadella and Bassano, then southwards along the Brenta to Nove, and then back through Marostica and Bassano.
This gave rise to the Monte de' Nove, who were supposed to hold the city in commission for the nobles, while the latter devoted themselves to the prosecution of their private animosities. Weakened by feuds, the patricians fell a prey to their own creatures, the Monte de' Nove, who in their turn ruled Siena like oligarchs, refusing to give up the power which had been intrusted to them.
A procession was formed by the clergy, with the archbishop at their head, followed by the magistrates of the Commune, and the chief men of the Monte de' Nove. These great folk crowded round their Lady; after came a multitude of burghers bearing tapers; while the rear was brought up by women and children.
Still, the students remain unhoused. There must have been a good many houses without the walls of the Old Town and Vyšehrad, the ancient borough, and I take it that Charles collected all these houses under one administration of its own, walled the place in securely and called it Nové Město, New Town, quite simply.

This board, called the Nove della Milizia, or the Nine, were empowered to enrol all the burghers under arms, and to take charge of the walls, towers, bastions, and other fortifications. It was also within their competence to cause the destruction of buildings, and to compensate the evicted proprietors at a valuation which they fixed themselves.
They sett forth y^e 15. of Nove^br: and when they had marched aboute y^e space of a mile by y^e sea side, they espied 5. or 6. persons with a dogg coming towards them, who were salvages; but they fled from them, & rane up into y^e woods, and y^e English followed them, partly to see if they could speake with them, and partly to discover if ther might not be more of them lying in ambush.
Their cruelty caused the people, with the help of the surviving patrician houses, together with the Nove and the Dodici, to rise and shake them off. The last governing body formed in this diabolical five-part fugue of crazy statecraft received the name of Monte del Popolo, because it included all who were then eligible to the Great Council of the State.
Then the notaries of the Nove and the Popolo, on either side of the altar, wrote down the names of all the citizens, who swore upon the crucifix, for on each side there was one, and every couple of the one and the other faction kissed; and the bells clashed, and Te Deum laudamus was sung with the organs and the choir while the oath was being taken.
In time, however, their insolence became insufferable. The populace rebelled, deposed the Nove, and invested with supreme authority twelve other families of mixed origin. The Monte de' Dodici, created after this fashion, ran nearly the same course as their predecessors, except that they appear to have administered the city equitably.
