And, on the other hand, Protestantism, absorbed in this preoccupation with justification, which in spite of its religious guise was taken more in an ethical sense than anything else, ends by neutralizing and almost obliterating eschatology; it abandons the Nicene symbol, falls into an anarchy of creeds, into pure religious individualism and a vague esthetic, ethical, or cultured religiosity.
Some fresh heretics had risen up, who taught falsehoods respecting the Third Person of the most Holy Trinity; and to put them down, Theodosius called another General Council to meet at Constantinople, and there the following addition was made to the Nicene Creed: "I believe in the Holy Ghost, the Lord and Giver of Life, Who proceedeth from the Father, Who with the Father and the Son together is worshipped and glorified " and so on to the end.
That the Apostles' and Nicene Creed is not credible, the Ten Commandments not to be obeyed, the clauses of the Lord's Prayer not to be desired, or the Sermon on the Mount not to be practised? See how the logic would look. We assuredly believe that the Bible contains all truths necessary to salvation, and that therein is preserved the undoubted Word of God.
The charges against the Nicene leaders were often more than plausible, for men like the Cæsarean Eusebius dreaded Sabellianism, and Marcellus was practically Sabellian, and the others aiders and abettors of his misbelief. Some even of the darker charges may have had some ground, or at least have seemed truer than they were.
Some even of its authors declared for Arianism with Euzoius, while others drew nearer to the Nicene faith like Acacius. On all sides the simpler doctrines were driving out the compromises. It was time for the Semiarians to bestir themselves if they meant to remain a majority in the East. The Nicenes seemed daily to gain ground.
This seems the best explanation of his wavering. He had not turned Arian, for there is no sign that he ever allowed the decisions of Nicæa to be openly rejected inside the churches. Athanasius was not exiled for heresy, for there was no question of heresy in the case. The quarrel was ostensibly one of orthodox bishops, for Eusebius had signed the Nicene creed as well as Athanasius.
He denied that the Pope was the supreme maintainer of discipline, by making the two great sees of the East and South subordinate to himself. As the Pope expressed it in his sentence, he had done "nefarious things against the whole Nicene constitution," of which the Pope was special guardian.
But this course of things, which is seen in action from the Nicene to the Chalcedonic Council, comes out with yet stronger force from the moment when Rome loses all temporal independence. We may place this moment at the date of its capture by Genseric. But it continues from that time.
And what made this still more natural was the circumstance that the Nicene Council did re-enact a considerable number of those which it found existing. It substituted then a definite authority, which, in after ages, would be much more intelligible than what would have by that time become a mere matter of obscure antiquity.
The "Nicene creed" of the Prayer-book consists of the creed promulgated by the Council of Nice, with the anathema at the end omitted, and with the addition of some phrases joined to it at the Council at Constantinople, and the insertion of the Filioque.
