Cavour is said to have answered, "The sooner they go the better" on which Benedetti took from his pocket a letter containing the Emperor's private instructions, and proceeded to say, "Well, I have orders to withdraw the troops, but not to France; they will occupy Bologna and Florence." On March 24, depressed and bowed, Cavour walked up and down the room where the French negotiators sat.
This promise, fulfilled a dozen years later, had been one of the senseless charges of corruption brought against him. He had been one of the negotiators of the Truce in which Spain had been compelled to treat with her revolted provinces as with free states and her equals.
Will the train of newly titled alarmists, of supernumerary negotiators, of pensioned paymasters, agents and commissaries, thank him for remarking to us how profitable their panic has been to themselves, and how expensive to their country? What a contrast, indeed, do we exhibit!
It is also true that the secrecy and deceit of diplomatists have made diplomacy a corrupt thing. Diplomacy is regarded by many as but another name for duplicity. Talleyrand, the prince of diplomatists, said "the design of language is to conceal one's thoughts." This terse sentence gives a correct idea of the practice of secret negotiators.
Under "aristocracy of finance" must not, however, be understood merely the large bond negotiators and speculators in government securities, of whom it may be readily understood that their interests and the interests of the Government coincide. The whole modern money trade, the whole banking industry, is most intimately interwoven with the public credit.
As it was, the negotiators managed to agree on a treaty of peace which reflected the Whig principles of Shelburne and the skill and pertinacity of the three Americans.
