The Burman is very fond of life, very full of life, delighting in the joy of existence, brimming over with vitality, with humour, with merriment. They are a young people, in the full flush of early nationhood. To them of all people the restraints of a monk's life must be terrible and hard to maintain.

The only alternative to settlement by conference is "blood and iron," and it is with "blood and iron" that nearly every nationality which has attained nationhood in the last hundred years has cemented the structure of its State.

Seemingly Sir Wilfrid thus accepted, despite his repeated claim that Canada was a nation, a subordinate relation to Great Britain in the field of foreign relations which is the real test of nationhood. In fact, however, this was the crowning manifestation of his wariness and far-sightedness.

Any attempt to interpret nationhood in terms of race is not merely dangerous, but ruinous; and such endeavours to stimulate or accentuate racial conflict, as Germany has been guilty of in Brazil, in South Africa, and even in America, must be, if successful, fatal to the progress of the countries affected, and dangerous to the peace of the world.

Wales was advancing towards it, in an imperfect sort of way, rather earlier than England; but the Edwardian conquest put the whole idea into abeyance for centuries. So too Ireland: she was half-conquered by the Normans, broken, racked, ruined and crucified, a century before the idea of Nationhood had come into existence, and while centrifugalism was still the one force in Europe.

We are standing on the threshold of nationhood, and it is problems like these we should be setting ourselves to solve, unless we are to be an unimportant province of the world, a mere administrative area inhabited by a quite undistinguished people.

While we ascribe great and merited praise to those who not only helped to lay the foundation but also actually began to build the superstructure of our nationhood, let us not forget those who by reason of the slightly earlier day in which they strove needed even a clearer vision to follow the same plans.

This was owing to the fact that the State Parliament was near the end of its term, and political candidates for the ensuing election were already in the field. Though not many decades settled, the country had progressed to nationhood, England allowing the precocious youngster this freedom of self-government, and sending her Crown Prince to open her first Commonwealth Parliament.

But its faithful pictures of 'this hitherto turbulent colony' enable the historical student and the honest patriot to measure the progress the country has since made on the road to nationhood. If unpleasant, it is very easy reading. Few parliamentary reports are closer packed with vital facts or couched in clearer language.

Nationalism, then, with its eagerness for dominion, may be regarded as the chief source of imperialism; and if its effects are unhappy when it tries to express itself at the expense of peoples in whom the potentiality of nationhood exists, they are not necessarily unhappy in other cases.
