Let me once more lay stress on the fact that our notice to the Press had no particular reference to the Lusitania, but was simply a general warning, the publication of which was motived simply by humanity and wise policy, and was rendered necessary by the apathetic behavior of the Washington authorities in the matter.
The observance of the prescribed laws must be motived by the sole regard for God and his service. This we call the "unity of conduct." The meaning is that a man's act and intention must coincide in aiming at the fulfilment of God's will.

Hence we could treat a very large part of the modern development of social control as motived by the desire for a more effective liberty. The case is not so clear when we find the will of the individual in conflict with the will of the community as a whole. When such conflict occurs, it would seem that we must be prepared for one of two things.
Further, we have seen that all education all acquiring and organising of experience in early life must be motived by the felt desire to satisfy some instinctive need of the child's nature, and that it is these instinctive needs which determine the nature and scope of his early activities.
Without any high-flying in Christian morality, I cannot keep shrinking from the wish here expressed; at all events, I cannot sympathize with, or participate in, the expectation of "an infinite advancement" from men so motived. Ib. p. 394.
