Is the wanderer in far-off lands sad when he turns his face homewards? And why should not we rejoice at the thought that we, strangers and foreigners here, shall soon depart to the true metropolis, the mother-country of our souls?

So long as they remained attached to the mother-country, as they then were enthusiastically, they formed a solid base for her sea power in that part of the world; but their extent and population were too great, when coupled with the distance from England, to afford any hope of holding them by force, if any powerful nations were willing to help them.

History has sufficiently proved this. England's naval bases have been in all parts of the world; and her fleets have at once protected them, kept open the communications between them, and relied upon them for shelter. Colonies attached to the mother-country afford, therefore, the surest means of supporting abroad the sea power of a country.

I failed utterly at the time and for many years afterward; but the majority accomplished the object of their youthful ambition. Under Spanish rule Mexico was prohibited from producing anything that the mother-country could supply. This rule excluded the cultivation of the grape, olive and many other articles to which the soil and climate were well adapted.

In the old times, when the intercourse with the mother-country was by the great ship, "el nao," which came once a year, the government at home could have just such news circulated through the country as seemed proper and convenient to them. We see in our own times how despotic governments can mystify their subjects, and distort contemporary history into what shape they please.

That strange colony of priests and soldiers, of martyrs and heroes, of which she was the capital, willing to perish for an allegiance to which the mother-country was indifferent, and fighting against the armies with which England was prepared to outnumber the whole Canadian population, is a magnificent spectacle; and Montcalm laying down his life to lose Quebec is not less affecting than Wolfe dying to win her.

Abuses By The Conquerors Code For The Colonies- Great Excitement In Peru Blasco Nunez The Viceroy- His Severe Policy Opposed By Gonzalo Pizarro Before continuing the narrative of events in Peru, we must turn to the mother-country, where important changes were in progress in respect to the administration of the colonies.

How often have the English commercial restrictions on the American colonies been treated as if they were instances of extreme and exceptional tyranny, while a more extended knowledge would show that they were simply the expression of ideas of commercial policy and about the relation of dependencies to the mother-country which then almost universally prevailed.

A colony is to the mother-country, as a member to the body, deriving its action and its strength from the general principle of vitality; receiving from the body, and communicating to it, all the benefits and evils of health and disease; liable, in dangerous maladies, to sharp applications, of which the body, however, must partake the pain; and exposed, if incurably tainted, to amputation, by which the body, likewise, will be mutilated.

But, however unimportant and subordinate the individual conflicts may appear, they have collectively a deep historical significance; and, in particular, the state of things in Italy at this period only becomes intelligible in the light of the reaction which the provinces exercised over the mother-country.
