It is to be hoped that my presentiments may not be verified, but I foresee a difficult part for the candidates for popularity to play. Read the last manifesto of the Montagnards that which they issued on the occasion of the election of the President. It is rather long, but at length it concludes with these words: "Government ought to give a great deal to the people, and take little from them."

Dominating the Convention at the outset by the superiority of their talents and their eloquence, the Girondists soon fell under the domination of the Montagnards worthless energumens, who carried little weight, but were always active, and who knew how to excite the passions of the populace. Having attempted to make them vote a measure which would permit deputies to be sent before the Revolutionary Tribunal, which meant the scaffold, without the authorisation of the Assembly, on an order from the governing Committee, several Montagnards conspired with some members of the Plain to overthrow him.

For a time, every measure helped them that was taken against the Montagnards, and people used publicly to say that 8 and 9 are 17, that is, that the revolution of 1789 would end by the accession of Lewis XVII. Between Girondin and royalist there was the blood of the king, and the regicides knew what they must expect from a restoration. The party remained irreconcilable, and opposed the idea.
Of course, previous to the 9th of Thermidor, none of them open their mouths; it is only the "Montagnards" who make speeches, and on the countersign being given.
Consequently, its executive committee suspends all proceedings begun against the principal "Montagnards;" a number of terrorists, former presidents of the sections, "the matadors of the quarter," arrested after Prairial 1, are set free at the end of a month.
