He had his portrait painted, clad in steel, with lace at his throat. His dark hair is parted in the middle, and hangs in cavalier fashion over his shoulders. He looks out of large, clear, questioning eyes; and his handsome face is strong and serious. But the young cavalier went one day to Cork upon some business, and there heard that Thomas Loe was in town, and that he was to preach.
William Penn will always be remembered as a leader among the early Quakers, and as the founder of a commonwealth. He first became acquainted with the Quakers, and first conceived the idea of founding at Oxford, or assisting to found, a commonwealth, by the preaching of Thomas Loe.
And taking the word out of his mouth, I sayd vnto him, that they were not companions of authours of sedition and rebels vnto the kings seruice. Loe here what was the end of my mutinous souldiers, without which I had alwayes liued peaceably, and enioyed the good desire which I had to make an happy and quiet voyage.
It was in his blood. It was the spirit which had carried his father from a lieutenancy in the navy to the position of an honored and influential member of the court. "I had an opening of joy as to these parts," he says, meaning Pennsylvania, "in 1661, at Oxford." This meeting with Loe was therefore a crisis in Penn's life.

Strangely enough, it was a Quaker who fired the young man's fancy with this proud ambition. Thomas Loe was William Penn's good angel. There seemed to be no reason why their paths should cross, yet their paths were always crossing. A subtle and inexplicable magnetism drew them together. Penn's father Sir William Penn was an admiral, owning an estate in Ireland.
We come across traces of an ancient Cornish family at Carminow, the eastern creek of Loe Pool; but the most tangible relics of the Carminows now remaining are the two effigies in the church of Mawgan-in-Meneage, in which parish we find ourselves once more after having made the tour of the Lizard peninsula.
A writer who was at school at Helston tells us that "when the floods became serious, and the Loe too near Helston to be pleasant, there was a solemn function performed by the men of Helston, with the Mayor at their head, called breaking the Bar.
Thomas Loe preached from the words: 'This is the victory that overcometh the world, even our faith. The faith that overcomes! The faith by which a man may conquer the world! The faith that is itself a victory! 'This is the victory that overcometh the world, even our faith! Penn was electrified. His whole being was stirred to its depths.
I watched Madge as she sought with her outstretched hand the doorway; and when she passed slowly through it, the sun of my life seemed to turn black. Just as Madge passed from the room, Sir William St. Loe, with two yeomen, entered by Sir George's door and placed irons upon my wrist and ankles. I was led by Sir William to the dungeon, and no word was spoken by either of us.
