Rizal's insight discerned, and experience has demonstrated, that Legaspi, Urdaneta and those who were like them, laid broad and firm foundations for a modern social and political organization which could be safely and speedily established by reforms from above.

“By aid of glasses Commander Lilly of the Mayflower, which was flying the pennant, made out the larger vessel of the two, which was two hundred feet long and about forty-five hundred tons displacement, to be the cruiser Alphonso XII., and the small one to be the gunboat Legaspi, both of which were known to be bottled up in Havana Harbour.
Five years later they were visited by the Spaniard Loyasa, whose cordial reception was quite a contrast to that of Magellan; and in 1565 the islands were declared to be Spanish territory by Miguel Lopez de Legaspi. It was not, however, until 1669 that they were colonized and evangelized by Father Sanvitores.
Of little avail would have been the valor and constancy with which Legaspi and his worthy companions overcame the natives of these islands, if the apostolic zeal of the missionaries had not seconded their exertions, and aided to consolidate the enterprise.
Having, in 1564, appointed Don Miguel Lopez de Legaspi commander of an expedition fitted out for the purpose of reacquiring them, and having made him Governor and Adelantado of all the countries he could conquer, which now-a-days appears to be rather a vague commission, but was then a custom of that venturous time, that dignitary reached the Philippines, which had been altogether neglected by the Portuguese, and without difficulty re-established Spanish supremacy over the group, of which he may be considered as the first governor.
Legaspi possessed both qualities in a marked degree. Hardy adventurers were tempted there, as in America, by privileges and inducements which power afforded them; as well as by the hope, which, fortunately for the country, was never realized, of its being rich in auriferous deposits. After the death of the feoffee the grant reverted to the State; and the governor thereupon disposed of it anew.
Lucar in 1519, and eighteen men, with Pigafetta, to the same harbor, and thus accomplished the first voyage round the world in three years and fourteen days. 1565 is the date for what is now the Philippines. Villalobos gave this name to one of the Southern islands and Legaspi extended it to the entire archipelago. "According to recent authors they were also named after Villalobos in 1543.
