There was likewise a diet held during the summer of this year, of the circles of the empire nearest to the Netherlands Westphalia, Cleves, Juliers, and Saxony from which commissioners were deputed both to Brussels and to the Hague, to complain of the misfortunes suffered by neutral and neighbouring nations in consequence of the civil war. They took nothing by their mission to the Duke of Parma.

Especially were they displeased at being put to expense for the expedition against Juliers, which had been expressly excluded from the affairs of the Union at the united princes appropriating to themselves large pensions out of the common treasure and, above all, at their refusing to give any account of its expenditure.

Surely here is improvement, both in the capacity to produce and in the power to save. In the year 1609, died John, the last sovereign of Cleves and Juliers, and Jacob Arminius, Doctor of Divinity at Leyden. It would be difficult to imagine two more entirely dissimilar individuals of the human family than this lunatic duke and that theological professor.

It was his intention to invade the duchies of Clever, Juliers, and Berg, taking advantage of the supposed madness of the duke, and of the Spanish inclinations of his chief counsellors, who constituted a kind of regency.

The question in short was, whether Austria was to be allowed to persevere in her usurpations, and to gratify her lust of dominion by another robbery; or whether the liberties of Germany, and the balance of power, were to be maintained against her encroachments. The disputed succession of Juliers, therefore, was matter which interested all who were favourable to liberty, and hostile to Austria.

My invulnerable qualities were published throughout Juliers, Aix-la-Chapelle, Maestricht, and Cologne, and perhaps this belief saved my life; the priests having propagated it from their pulpits, in a country which swarms with highway robbers, and where, for a single ducat, any man may hire an assassin.

She, in her youth and beauty, has been happy during her year of idlesse as play-Duchess of Juliers; she is happier now as she abandons the court and, sure in her grave choice, turns with a light and joyous laugh to welcome the birthday gift of freedom and of love that has so unexpectedly come to her.

To this declaration, which produced an evident effect upon the Regent, Sully replied by asserting that in order to have done this effectually, and with the dignity worthy of a great nation, the French troops should long ago have taken the field; whereas they had been suffered to remain so long inactive that their interference was no longer required, and could only be regarded by all parties as superfluous, the Prince of Orange having so skilfully invested the city of Juliers that it would be impossible for the enemy to make any effectual resistance; while Austria remained perfectly inactive, evidently considering the struggle at an end.

The most important subject which occupied the Council at the commencement of the Regency was the question of the expediency or non-expediency of pursuing the design of the late King relative to the duchies of Juliers and Clèves.

The empire was now free from foreign enemies; and even at home, in the midst of all these fearful disputes, peace still reigned. An unexpected accident had given a singular turn to the dispute as to the succession of Juliers.
