Grattan's purpose was not separation from England or the setting up of an independent republic. An Ireland enjoying religious equality for all denominations and possessing a Parliament thoroughly independent of that sitting at Westminster would have satisfied all his patriotic ambition.

His single voice rolled back that storm in Europe. But no words could retard revolution in Ireland herself. Venal government made the noblest conservative thinking seem treason to the highest interests of the country. The temporary success of Grattan's parliament had been largely won by the Volunteers.

In that year Canning succeeded in carrying triumphantly a resolution pledging the house of commons to consider the question seriously in the next session, and a like resolution was only lost by one vote in the house of lords. Accordingly, in 1813, Grattan's motion for a committee of the whole house on catholic disabilities was accepted, and a bill for their removal passed its second reading.

During Grattan's Parliament, at the end of the eighteenth century, it threw open its gates to others than members of the Established Church an example which was not followed by Oxford and Cambridge for three-quarters of a century. There could be no greater mistake than to imply from this that it thereby lost its strong sectarian character. After Mr.

And first as to opinions and evidence, let us hear Mr. J.A. Froude, of all English historians the most famous expert on Irish subjects. "The effect of Grattan's Constitution was to stimulate political agitation and the conflict of the two races." That was a Home Rule Parliament. And again Mr.

No! as I said at the end of the last chapter but one, before I was led away by the circumstances of that time to give the world the benefit of my magnetic reminiscences valeat quantum! I was not yet bitten, despite Colley Grattan's urgings, with any temptation to attempt fiction, and "passion, me boy!"

He says separation from England is not possible now and suggests some alternative, if not Home Rule, Grattan's Parliament, or leaving it an open question. In the general view this seems sensible, and we are tempted to make an alliance based on such a ground; and the alliance is made. What ensues?

'Some men with a horror of slaughter, Improve on the Scripture command. And honour their wife and their daughter That their days may be long in the land. Alluding to Grattan's dying advice to his son, 'Always be ready with the pistol, Moore asked, 'Is it not wonderful that, with all the agitation in Ireland, we have had no such men since his time?

A resolution of Grattan's for removing laws imposing civil and military disabilities on the Catholics, with such regulations and exceptions as might provide for the security of the Protestant succession and of the Established Church, was next introduced. Peel opposed it bitterly, but was beaten by a majority of 67.

Shiel published a bitter, clever, rhetorical reply, to which O'Connell at once sent forth a severe and rather contemptuous rejoinder. Shiel was quite content to have Mr. Plunkett continue Grattan's annual motion, with all its "conditions" and "securities."
