What was to be the political position of the freedmen? The Freedmen's Bureau in its short life accomplished a great task.

Finally, a Freedmen's Bureau Bill, ordering the sale of government land to negroes on easy terms, and giving them military protection for their rights, was passed over the President's veto, just before Congress adjourned.

But if the States will do it, then the Freedmen's Bureau will be removed, and the authority proposed to be given by the other bill will have no operation. I hope that the people of the rebellious States themselves will conform to the existing condition of things.

I did not give, the operation of the Freedmen's Bureau that attention I would have done if more time had been at my disposal.

It made the immediate reëstablishment of the old slavery impossible, and it was probably the only quick method of doing this. It gave the freedmen's sons a chance to begin their education. It diverted the energy of the white South slavery to the recovery of political power, and in this interval, small as it was, the Negro took his first steps toward economic freedom.

I desire in this connexion to refer to the statements of Captain Poillon, which you have submitted to me, and to indorse the entire truthfulness thereof. I have known Captain Poillon intimately, and have been intimately acquainted with the proceedings of the Freedmen's Bureau. Many of the facts stated by Captain Poillon I know of my own personal knowledge, and all I have examined into and believe.

On the first attempt to enforce the provisions of the original Act, its advocates and sympathizers found that it did not go far enough, nor give power enough to its agents to effect the desired object. On the 12th of January, therefore, Mr. Trumbull introduced from the Judiciary Committee a supplementary Act to enlarge the powers of the Freedmen's Bureau.
