It was natural enough that to his functions of public instructor, the Buddhist priest should have added those of a public registrar. Until the period of disendowment, the Buddhist clergy remained, throughout the country, public as well as religious officials. They kept the parish records, and furnished at need certificates of birth, death, or family descent.
The disappearance of the Caliph, the spiritual head of above two hundred million Muḥammadans, brought in its wake, in the land that had dealt Islám such a heavy blow, the annulment of the sharí’ah canonical Law, the disendowment of Sunní institutions, the promulgation of a civil Code, the suppression of religious orders, the abrogation of ceremonials and traditions inculcated by the religion of Muḥammad.
The constitution of the new Turkey not only proclaimed formally the disestablishment and disendowment of Islám, with all its attendant and, in the view of some, atheistic enactments, but also heralded various measures that aimed at its further humiliation and weakening.
At once it was seen how far stronger was this new Ministry than the last, or, indeed, one might perhaps say than many "lasts." One of its first measures was the always-to-be-regretted one of the disendowment of the Irish Church. Disestablishment, which of course preceded disendowment, was in many respects a gain.
On Church questions, for example, while strongly maintaining that the country was not ripe for the disestablishment of the Church in England, he declared that in his opinion the exclusive alliance of one religious denomination among many with the State could not be permanently maintained side by side with a democratic representation that disestablishment and at least partial disendowment must ultimately come; that if the representatives of Scotland desired the disestablishment of their Church, it was not for Englishmen to oppose them; and that Wales had a strong claim to be separately dealt with.
He ought to have ended in plain words, by saying that 'the House is of opinion that the disestablishment and disendowment of the Church in Ireland would be contrary to, and in direct violation of, the fundamental and essential articles of the Treaty of Union. The country would have then understood what we were about; it can hardly understand it now.
Gladstone's Government declined the Great Seal with a peerage, on account of his disapproval of the proposed disestablishment and disendowment of the Irish Church. Then what lawyer have they?
In November, he argued that the decline of religious conviction left only a residue of ideas favourable to liberty and public virtue, and that the essential principles of politics might be found in the sublime teaching of Christ. He objected to disendowment, because it is necessary to keep up reverence for an authority superior to man.
As I write these lines one question is very urgent in the minds of Englishmen, that of the disestablishment and partial disendowment of a church. Once more the thirty pieces appear to be in the coffers of the church and they are attracting the curse.
The Church had returned in its full power and privileges together with the monarchy, and everything went back into its old groove. Every Act passed for the disestablishment and disendowment of the Church was declared a dead letter.
