It has been suggested that the fairest measure of a country's well-being, as regards its actual vitality, is the square of the death-rate divided by the birth-rate. It is well known that a decline in the birth-rate set in about forty years ago in this country, and has gone on steadily ever since, till the fall now amounts to about one-third of the total births.

They avoided the working jaws of the other kind, which certainly needed no garrison, and drifting slowly in the eddies, fought as they could, with decreasing strength and increasing death-rate. And thus it happened that our conservative non-combatant, out in midstream, found himself surrounded by a horde of black enemies who had nothing better to do than attack him. And they did.

Travelers are liable to suffer considerably from thirst, and the lips are prone to chap, owing to this extreme and peculiar dryness. The warmest months of the year are April and May. It was somewhat of a surprise to the author to learn that the death-rate of the city of Mexico averages nearly double that of Boston.

It was a ghastly specimen of doctrinaire dogmatism run mad, and though it was not the fault of the Government so much as of the arid doctrines of ill-understood economics which then prevailed in the schools, it did more than anything to embitter the relations between the Irish people and the Imperial Government. The death-rate from famine and famine-fever was appalling.

It is obvious that we must consider both gains and losses, and put one against the other, if we wish to ascertain the net result. We may roughly get a notion of what that result is by deducting the death-rate from the birth-rate and calling the remainder the survival-rate.

All infectious diseases, and many others, tend to run a definite course of so many days, or so many weeks, within certain limits, and at least ninety per cent of them tend to terminate in recovery. It is a most serious and fatal disease which has a death-rate of more than twenty per cent.

There is not the slightest reason, it declares, to believe that birth-control has had any but a completely negligible influence on population. This is a natural process and fertility is automatically adjusted to the death-rate. Whenever a population reaches a certain stage of civilisation and nervous development its procreativeness, quite apart from any effort of the will, tends to diminish.

By such expedients we may hope to see, first, a certain fall in the birth-rate, a fall chiefly in the birth-rate of improvident, vicious, and feeble types, a continuation, in fact, of that fall that is already so conspicuous in illegitimate births in Great Britain; secondly, a certain, almost certainly more considerable fall in the death-rate of infants and young children, and that fall in the infantile death-rate will serve to indicate, thirdly, a fall no statistics will fully demonstrate in what I may call the partial death-rate, the dwarfing and limiting of that innumerable host of children who do, in an underfed, meagre sort of a way, survive.

Such was the state of the atmosphere that slight wounds became fatal, and many of the defenders of the barricades were fit only for the hospitals. By the 1st of February the death-rate had become enormous.

The death-rate per thousand living in the cities of the United States is lower than in the rural districts. For instance, the mortality in the State of Maryland, outside of Baltimore, is two and one-half times as great as that in the city itself.
